In recent years, libraries have seen a dramatic increase in demand for ebooks with the California State Library reporting a 71% increase in digital circulation between 2019 and 2021. Yet despite demand, libraries are met with stagnant budgets and rising costs, making it a challenge to manage these collections sustainably. This session will provide information on the current state of digital licensing, how libraries can negotiate better licensing terms, and the state and federal legislation being driven by libraries in response.
